Procurement of Supporting Personnel in the Framework of the International Conference on Bureaucratic Reform and Public Administration in 2020 was hosted by the Ministry of Administrative Reform and Bureaucratic Reform supported by Udayana University, Warmadewa University, Ngurah Rai University, and Pendidikan Nasional University. Held in The Stones Kuta Hotel, this conference was conducted by cooperation between the Ministry of Administrative Reform and Bureaucratic Reform, Asian Group for Public Administration (AGPA), and Indonesia Association of Public Administration (IAPA). It was opened by Mr. Dwi Wahyu Atmaji, who stated that this conference focuses on discussing matters related to bureaucratic reform in the digital era by presenting a number of speakers from various countries who are excellent academicians e.g. Professor Pan Suk Kim from Yonsei University South Korea, Professor Woothisarn Tanchai from King Prajadhipok’s Institute Thailand, Professor Evan M. Berman from Victoria University of Wellington, Professor Erwan Agus Purwarto from Gadjah Mada University and President of Asian Association for Public Administration (AAPA) Professor Alex B. Brillantes. The gathering of various related parties during these two days is to hold productive and broad-minded discussions expected to contribute to the transformation of public services in various sectors.

The socialization of Government Regulations and Implementing Regulations in the Field of Sea Transportation within the Directorate General of Sea Transportation Environment was held in the Swiss-Belhotel Harbor Bay, Batam on the 7th November 2019, and in the Swiss-Belhotel Rainforest, Bali on the 14th November 2019. Both of these meetings were opened by Dr. Umar Aris, SH, MM, MH, the Expert Staff on Legal and Transportation Bureaucracy Reform and attended by Delegates from the Ministry of transportation, Delegates of the procurement service unit in Jawa, Sumatera, Maluku, NTT, NTB, Papua, Sulawesi, Kalimantan and Captain, and the head of port operating unit in those areas. The purpose of the meetings were as an advanced stage from the issuance of the Minister of Transportation Regulation No. PM. 7 of 2019 concerning installation and the activation of the Automatic Identification System (AIS) for ships sailing in the territorial waters of Indonesia in order to be implemented in order to facilitate the tracking of ship locations and identification of foreign vessels.

The Friends of the Creative Economy (FCE) meeting, which took place in the Courtyard by Marriot Bali Nusa Dua Resort, reached two important agreements, namely the establishment of a Center of Global Excellence in International Cooperation and Creative Economy (G-CINC) and promoting the support of the countries present at the meeting on Indonesia's draft resolution related to the creative economy. The FCE meeting was officially opened by the Deputy Head of the Creative Economy Agency, Mr. Ricky J. Pesik and the Deputy Minister of Foreign Affairs, Mr. A.M. Fachir and attended by more than 200 participants from 37 countries. Quoting the importance of FCE, according to Mr. Agustaviano Sofjan, the Director of Development, Economy and Environment and also as Acting Director of Trade, Commodities and Intellectual Property, of the Ministry of Foreign Affairs, "FCE is the evidence of the Ministry of Foreign Affairs' strong commitment to advance economic issues. Furthermore, the agreement to establish the G-CINC is in line with the spirit of the President to develop superior Indonesian human resources”.

Bank Indonesia hosted the international conference on the theme “Maintaining Stability, Strengthening Momentum of Growth Amidst High Uncertainties in Digital Era”. This event was held in the Anvaya Beach Resort Kuta, Bali, in collaboration with the Asian Development Bank (ADB) and the Asia-Pacific Applied Economics Association (APAEA), and opened by the Head of Bank Indonesia, H.E. Mr. Solikin M. Juhro and Executive Director of Bank Indonesia Communication Department, Mr. Onny Widjanarko. Mr. Solikin stated that currently the central banks in many countries also continue to take steps to understand the implications of technological change on economic policy, both monetary policy, macroeconomic, financial systems and payment systems. In this conference researchers from Indonesia and abroad were expected to meet and learn from one another.

The International Maritime Organization (IMO) supported the Marine Environment Protection for Southeast Asia Seas (MEPSEAS) Project, held at Sekolah Tinggi Ilmu Pelayaran Marunda and Santika Premiere Hotel Kota Harapan Indah, Bekasi, West Java. This high-level meeting was attended by senior decision makers of maritime administrations of beneficiary ASEAN countries, strategic project partners e.g. Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), Women in Maritime Asia, Tokyo MOU regional port state control organization, and non-beneficiary partner countries as well as shipping industry representatives. Opening the meeting, Mr. R. Agus H. Purnomo, the General Director of Sea Transportation Indonesia, delivered a speech, saying “The MEPSEAS project provided an opportunity for countries to tackle risks the marine environment faced in the region and support sustainable growth in the maritime sector.” Through keynote lectures, oral presentations, breakout sessions, poster panels, and workshops, IMO was also represented at the meeting by Ms. Josephine Uranza, based in the IMO regional office in Manila, Philippines, and Ms. Brenda Pimentel, IMO regional project consultant.

The Ministry of Research, Technology and Higher Education hosted the 76th Meeting of the ASEAN Committee on Science, Technology and Innovation (COSTI-76) and other Related Meetings for five working days from Monday, June 24th to Friday, June 28th, 2019 at Inaya Putri Bali Hotel, Nusa Dua, Bali. It was attended by 500 people. The 76th ASEAN COSTI was opened by the Secretary General of Indonesia Ministry of Research, Technology and Higher Education and Chair of the ASEAN COSTI Mr. Ainun Na'im. Attended by ASEAN countries representation of echelon 1 officials, Head of the Bureau of Cooperation and Public Communication from the Ministry of Research, Technology and Higher Education, Mrs. Nada D.S. Marsudi, Head of PUSPIPTEK Mrs. Sri Setiawati, Director of the Eijkman Molecular Biology Institute Mr. Amin Soebandrio, Assistant Professor at the Department of Electrical Engineering Faculty of Engineering, University of Indonesia Mr. Chairul Hudaya, and Policy Analyst for Economic Contingency Plans, Deputy for Politics and Strategy Secretary General of the National Defense Council (Wantannas) Mr. Arwin Datumaya Wahyudi Sumari. Following the conference, a discussion panelwas led by European Union delegations, partners from Japan, South Korea, and the United States. This committee was held to support the development of science, technology and innovation among ASEAN countries with the aim of determining the policy, management and implementation of science and technology in ASEAN based on the ASEAN Summit (ASEAN Summits of Heads of States and Government) and ASEAN Ministerial Meeting on Science, Technology and Innovation (AMMSTI).

PT. PLN Bali Distribution hosted a meeting concerning the regional energy general plan at The Anvaya Beach Resort Bali on the subject of ‘Implementation of Multi Stakeholders Forum PT PLN (Persero) Bali Distribution Parent Unit’. The meeting was opened by the Bali Provincial Secretary Mr. Dewa Made Indra and attended by Regional director of PT. PLN Bali, East Java, and Nusa Tenggara as well as delegations from PT. PLN. Mr. Supangkat Iwan Santoso said that electricity is one of the infrastructures or elements in supporting economic growth. Electricity is a major need for regions where the economy is growing; increasing demand for electricity supply for the community will continue to be sought by the government.

The State Owned and Procurement Management Bureau conducted Education and Coordination of the Ministry of Finance's Management of State Property and Procurement in 2019 inviting all Electronic Procurement Service Coordinators and Working Groups of the Ministry of Finance's Procurement Service Unit with a total participation of 135 people. This activity was carried out on 2nd – 4th May 2019 at the Grand Savero Hotel - Bogor, with the subject "Realizing Professional, Accountable, Synergy, Transparent, and Innovative". Education and Coordination in the Management of State Property and Procurement of the Ministry of Finance in 2019 was officially opened by the Head of the Bureau of Management of State Property and Procurement, Mr. Edy Gunawan. This activity was closed with the signing of the work program in 2019 by each regional LPSE Coordinator with the Head of the State Property and Procurement Management Bureau and through this event it was expected to improve the quality of BMN management performance and procurement services within the Ministry of Finance's Vertical Institution.

The 9th Senior Officials Meeting on Mutual Legal Assistance Treaty (SOMMLAT) and ASEAN Ministers/Attorney Generals Meeting of Central Authorities on Mutual Legal Assistance in Criminal Matters (Ministers/AGs Meeting of CA MLA) was hosted by the Ministry of Law and Human Rights in Yogyakarta. It was held at Ambarrukmo Hotel on 23rd – 25th April 2019. The conference was attended by 160 people, from Ministers of Law and Human Rights from all ASEAN countries, delegates, and local government officers. The conference was officially opened by H.E. Wiranto, the Minister for Politics, Law and Defense of Indonesia. He emphasized the importance and purpose of the conference in his opening speech, that no country can stand alone against such crime or eradicate it. All Countries have no choice to overcome that complexity except to use a global mechanism in combating transnational crime. In addition, H.E. Yasonna H. Laoly, the Indonesian Minister of Law and Human Rights, said that it is very important to balance and keep a strong connection between ASEAN countries to fight transnational crime with Mutual Legal Assistance in Criminal Matters (MLA) mechanism or mutual legal assistance in criminal matters that has existed since 2004.

The Regional Destination Development Technical Coordination Meeting III was held at The Alana Hotel and Convention Center, Yogyakarta, on March 11th -14th, 2019. This conference was attended by 250 people and initiated by the Deputy Assistant for Regional Destination Development III at the Deputy for Tourism Destination Development in the Ministry of Tourism. Opened by the Deputy Governor of Yogyakarta, KGPAA Paku Alam X, on his remarks, the vision of tourism until 2025 is to make Yogyakarta as a leading tourist destination in Southeast Asia. This meeting was attended by 198 Heads of Tourism Offices throughout Eastern Indonesia as well as by the Deputy Minister of Tourism Destination Development, Mr. Dadang Rizki Ratman, the Assistant Deputy for Regional Destination Development III Mr. Harwan Ekoncahyo, the Deputy of Marketing Development I of the Ministry of Tourism Mrs. Rizki Handayani, the Nomadic Tourism Acceleration Team, and the Group of Tourism Awareness. Participants were also invited to make observations to Ponggok Umbul in Ponggok Klaten Village, Breksi Cliff, Sambirejo Village, Sleman, and Nglanggeran Gunungkidul Village on the following day. On the result, the Minister of Tourism, Arief Yahya, gives a thumbs up for the implementation of this meeting, as well as its purpose and vision.

The Ministry of Administrative Reform and Bureaucratic Reform hosted the International Symposium on Bureaucracy Reform 2019 in Bali Nusa Dua Convention Center. The symposium was attended by 11 countries in the Southeast Asian region, Secretary of the Supreme Court, A. S. Pudjoharsoyo, accompanied by the Coordinator of the Bureaucratic Reform Team, Jeanny H. V. Hutauruk, Head of the Legal and Public Relations Bureau, Abdullah, Secretary of the Supervisory Body, Andi Kurniawan, and Head of the Finance Bureau, Sahwan. It was opened by the Vice President of Indonesia, H.E. Jusuf Kalla. In his remarks, Mr. Kalla said that changes in life caused by technological developments were faced by all countries. These changes must be faced by developing systems that have at least three categories, namely systems that are faster, better and more efficient. Besides the conference, exhibition activities were also held, which were attended by the great ministries and institutions that had received the title of Corruption-Free Region and the Clean and Serving Bureaucracy Region, which was participated by 16 enterprises.
